This is a Works Projects Administration (WPA) building, leftover from the Great Depression in the '30s, that today is used as a recreation center (including a pool) by the Parks Department.

Holy Smokes Gene , I was at a red light looking at the nice architecture wishing I had a camera and as I got to the top I was like "What the F***". I asked my passenger who lived a block away what it was all about and she responded ..." I have NO idea ...I really just sleep here and dont know the neighborhood at all"...I said " Cool, but if you ever need a free bath , looks like you got the best in the world from the looks of it"...and as she dully stared at my lame attempt at humor ( trying for a bigger tip of course) she says to me " hey , you never know, i just might." Truly a New York Cabbie moment , and a two dollar tip on a five dollar fare...Now I can afford a bath.
