The "ghosts" of the WTC appear every year on 9/11. Pictured here behind Trinity Church.
The white specks near the lights are seagulls, by the way. The brightness attracts insects and the gulls feast on them. Although it's not hard to imagine that it's actually the souls of the deceased making their way to Heaven.
