curious! who's car?
Nori - I couldn't say whose car it is in particular, but I can say it's a car service vehicle (that's what the TLC means - "Taxi and Limousine Commission"). It's a clever plate because it's so easy for a traffic dept person to make a mistake when writing a ticket.
